Multi-Family High Efficiency Toilet Retrofit - Non Residential

Up to $75 rebate available.

According to the U.S. Environmental Protection Agency (EPA), toilets account for approximately 30% of a home’s indoor water use. In order to conserve potable water while reducing costs to the consumer, Tampa Bay Water Wise is offering rebates to customers who replace their existing toilets that use 3.5 gallons or more per flush with high efficiency EPA WaterSense certified toilets. These EPA WaterSense approved toilets use only 1.28 gallons per flush or less, resulting in a significant reduction in potable water use! Products that earn the WaterSense label are independently certified to ensure they meet water efficiency and quality performance standards.

Eligible customers must live in a home or dwelling unit built prior to 1995. Toilets that were manufactured in 1993 or earlier are eligible for the rebate, because they use 3.5 gallons per flush or more. See below for details about how to determine the date of manufacture of a toilet. For more information regarding the rules, restrictions, and requirements, please review the Frequently Asked Questions section below, and the program’s Terms and Conditions.

General requirements

  • Applicant must be an existing potable water utility customer of the city of Tampa, city of St. Petersburg, city of New Port Richey, Pinellas County, Pasco County or Hillsborough County.
  • Eligible multi-family living units – such as apartments, townhomes, and condos – must have been built prior to 1995.
  • The toilet replaced must use 3.5 gallons per flush or more. Toilets that were manufactured in 1993 or earlier are eligible. To check the date of manufacture, please refer to the Frequently Asked Questions below.
  • Applications must be submitted within 90 days of purchase.
  • To qualify for a rebate, all installed toilets must be listed on the EPA WaterSense eligibility list, which is available online at https://lookforwatersense.epa.gov/Product-Search-Results-Toilets.html.
  • If 50 or more toilets are going to be replaced, you must schedule a free pre-installation inspection to ensure full qualification. If 20 or more toilets will be replaced, you may choose to schedule a free pre-installation inspection to ensure full qualification. See Documentation Requirements more information.
  • Applicant agrees to Customer Agreement (see below)

Document requirements

  • A photograph of each old toilet you wish to replace—clearly showing the year of manufacture or the gallons per flush (gpf)—is required. The number of photos you need to submit is outlined in the chart below. If you are replacing 50 or more toilets you need to call (727) 791-2323 for a required and free pre-installation inspection.

    # of Toilets Replaced  # Photos required
1-10  One photo per toilet, up to 10 photos
     11-49  10 photos
50 or more  Please contact a Tampa Bay Water Wise to schedule a pre-installation inspection at (727) 791-2323.

As an alternative, or if you are unable to provide the photographs, you may have both your old and newly installed toilets inspected. The number of old toilets you have to keep is the same as the number of photos you would have submitted. The old toilets will be inspected at the same time as your newly installed toilets. After a successful inspection, a rebate will be issued if all terms of the rebate are met.
  • A purchase receipt is required, indicating the brand, model number, itemized costs, number of units purchased, payment indication, purchase date and install date (if applicable).
  • A copy of your utility bill is required.
  • If rebate is payable to an authorized representative of the owner, a completed and signed general release form is required. You may download a general release form here.

FAQS

  • How do I determine the date of manufacture for my existing toilet?
  • To determine the date of manufacture of the existing toilet, remove the lid from the top of the tank. Look closely just above the water line for the toilet’s manufacture date. You may need to use a flashlight. The date may be an ink stamp, or imprint or etching in the wall. If the date is 1993 or earlier, this toilet will qualify for a rebate. Toilets manufactured in 1994 or later typically also have an ink stamp stating “1.6 gpf” on the toilet bowl, where the bowl lid attaches; a 1.6 gpf (gallons per flush) toilet is not eligible for the rebate.

  • I am replacing more than 20 toilets, how can I arrange for Tampa Bay Water Wise to assess the multi-family property to ensure all of the units qualify?
  • If more than 20 toilets will be rebated, and you are concerned about eligibility prior to purchase, you may contact a qualified representative of Tampa Bay Water Wise to assess the eligibility of the property at (727) 791-2323.

  • Who is eligible to receive multi-family rebates?
  • Only property owners listed in the county assessor’s records are eligible to receive rebates, unless the property owner elects to assign the rebate to an authorized representative or third party by using the general release form here. Since property records and listings may vary, the program will allow rebate checks to be written to property owners or their authorized representatives when sufficient documentation is provided.
