$40-$100 High Efficiency Toilet Retrofit Rebate

If you install a new WaterSense labeled toilet purchased between November 1, 2025 and May 30, 2026 you can get a $100 rebate with proof of installation. Applications must be submitted by June 30, 2026. Otherwise, you can get a $40 rebate for installing a WaterSense toilet in your home.

It’s easy for homeowners to save water – and money – with every flush by upgrading to an EPA WaterSense certified toilet in their homes (single-family, condos, etc.).

Since 1994, the plumbing code has allowed for the production of toilets that use 1.6 gallons of water per flush (GPF), but WaterSense certified toilets use 0.8 – 1.28 GPF. If you want to upgrade to a WaterSense certified toilet, this rebate is for you.

How Does it work?

If you have older toilets in your residence, it may be time for an upgrade. WaterSense certified toilets use 0.8 – 1.28 gallons per flush, significantly reducing how much water you use, and are widely available.

What are the benefits?

Toilets account for roughly 30% of a home’s indoor water use, according to the U.S. Environmental Protection Agency (EPA).

  • Reduced water usage can lower your water bill.
  • Products that earn the WaterSense label are independently certified to ensure they meet water efficiency and quality performance standards.

General requirements

  • You must be an existing potable water utility customer of the city of Tampa, city of St. Petersburg, city of New Port Richey, Pinellas County, Pasco County or Hillsborough County.
  • You must own your home (single family, condo, mobile home, townhome, etc.) to qualify for this rebate
  • A maximum of 2 rebates are allowed per home, for the lifetime of the home.
  • Toilet must be purchased between November 1, 2025 and May 30, 2026 in order to qualify for the $100 rebate. Otherwise, a $40 rebate may be awarded.
  • Applications must be submitted by June 30, 2026 to qualify for the $100 rebate. Otherwise, applications must be submitted within a year of purchase for the $40 rebate.
  • To qualify for a rebate, all installed toilets must be listed on the EPA WaterSense eligibility list, which is available online at https://lookforwatersense.epa.gov/Product-Search-Results-Toilets.html.
  • Applicant agrees to Customer Agreement (see below)

Document requirements

  • A purchase receipt is required, indicating the brand, model number, itemized costs, number of units purchased, payment indication, purchase date and install date (if applicable).
  • A copy of your utility bill is required.
  • Proof of installation is required in order to receive the $100 rebate. Proof must be either a paid receipt for the labor to install the toilet, or a before & after photo of the old and new toilet. Photos must clearly show that the toilets are in the same location, and there is a difference betweent the two toilets. Photos that are unclear will not be accepted, and in those cases a $40 rebate wil be awarded.
  • If rebate is payable to an authorized representative of the homeowner (such as a tenant), a completed and signed general release form is required. You may download a general release form here.

Customer Agreement

  • Applicant must be an existing potable water utility customer of the city of Tampa, city of St. Petersburg, city of New Port Richey, Pinellas County, Pasco County or Hillsborough County.
  • Tampa Bay Water Wise reserves the right to verify the purchase and installation of the toilet(s) through a post-installation inspection. If the rebate inspector is unable to conduct a scheduled inspection to verify purchase and/or installation, the rebate check may not be issued.
  • Tampa Bay Water Wise reserves the right to inspect all submissions to determine eligibility. Fraudulent requests for rebates or duplicate submissions will be denied. Any paid rebates will be subject to repayment to Tampa Bay Water Wise if fraudulent activity is determined.
  • Applications submitted with missing or incomplete information will be subject to processing delays and/or denial of the rebate request.
  • Complete rebate applications submitted may take up to 30 days to be processed, approved, and rebate checks sent out. Rebate approval is at the sole discretion of Tampa Bay Water Wise, and submission of a rebate application does not guarantee rebate approval.
  • In order to receive a rebate, applicants must fulfill application requirements, meet rebate criteria, and accept the customer agreement.
  • Rebate(s) will be issued as a check or digital payment made payable to the account holder or homeowner. Checks will not be issued to third parties or contractors, unless designated by the homeowner with a general release form here.
  • The rebate issued cannot exceed the purchase price of the installed product.
  • Rebates are offered on new products only. Used or refurbished items are not eligible for a rebate.
  • All products must be owned by the customer. Rented or leased products are not eligible for a rebate.
  • New construction projects are not eligible.
  • Purchases must be made on or after March 1, 2020, with applications submitted within 1 year of purchase.
